Western Heights Phase 2 & 4

Knoxville, TNMultifamily In progress

Two phases of Transforming Western, one of the most significant neighborhood revitalizations in Knoxville's history.

Two phases of a neighborhood rebuilt around its residents.

Transforming Western is a six-phase, roughly 479-unit redevelopment of Knoxville's Western Heights community, anchored by a $40 million HUD Choice Neighborhoods Implementation Grant, one of only four awarded nationally in 2022, and a $26.5 million commitment from the City of Knoxville. J.A. Fielden served as general contractor for Phases 2 and 4.

Phase 2 comprises two mixed-income buildings with 52 one- to four-bedroom units above 15,000 square feet of ground-floor community space housing a Knoxville Arts Center, a health center operated by The University of Tennessee Medical Center, and a Knoxville Police Department substation, each with its own build-out standards inside a residential building. Phase 4 adds 47 units across three buildings, plus a fitness center, community room, meeting space, and leasing and maintenance offices for the wider neighborhood.

All of it was built inside an occupied neighborhood mid-transformation, with residents living next to phased demolition and construction. Logistics, safety, dust and noise control, and resident communication carried more weight here than on any greenfield, alongside Choice Neighborhoods grant compliance and sequencing around concurrent phases.
