Scarboro is one of Oak Ridge's most historically significant neighborhoods, and the Scarboro Community project brought 104 new affordable apartment and townhome units to an 11-acre site beside the Scarboro Community Center. The work is part of a $64M, 232-unit citywide affordable housing initiative serving families at or below 60 percent of area median income.
In a neighborhood with this much history, communication with residents carried as much weight as the schedule. A dual 4 and 9 percent LIHTC and bond funding structure set firm deadlines that shaped sequencing from the start. Community amenities include a new playground.
